Of the many challenges Goku and friends faced throughout the Dragon Ball series, none had quite the impact of Frieza. In many respects, Frieza's influence over Goku's life starts way before fans even had any idea who he was, and the damage he caused naturally grew infinitely more intense once the intergalactic warlord finally made his presence known. Immediately upon arrival, Frieza revealed just how vicious he was, running roughshod over a new planet in search of, what else, the wish granting Dragon Balls it contained. Luckily, Goku and company learned about this plan early enough to do something, yet this was only the beginning (or arguably the middle) of their long rivalry.
In fact, Goku's battle with Frieza is the longest conflict of the whole Dragon Ball universe, and that's just in regards to the first time they square off. This makes the fact the Namekian year is significantly shorter than ours yet another positive that arguably makes their Dragon Balls the more powerful entities.

Assuming that Goku must have perished either in the fight against Frieza or when Namek imploded, one of the first wishes his friends try making back on Earth is naturally to have him revived. Much to everyone's shock, not only is the Super Saiyan still alive and well, but he's apparently doing something so important that he'd rather stay where he is and return home on his own accord somewhere down the line. Everyone is basically okay with this, simply knowing their friend is safe, but one character decides to seek him out and see what he's doing.

Once Frieza's brother learns his sibling was defeated, he also decides to try his hand at facing the man who beat him.

While Goku and his allies never stop training for the next big threat, the last thing any of them ever expect is for a villain they already defeated to come back and start the battle all over again. With how much time had transpired between the first and second battle with Frieza, they may well have even forgotten about the warlord, at least in terms of being a current threat. That all immediately changes when an old ally of Bulma's in the Galactic Patrol happens to stumble upon Frieza's army after they wish him back to life.
