Any good action movie needs at least three components to make it worthwhile. The first is a good story together with a likable hero that we can get behind. The second is action, lots of fights and explosions to keep us entertained, and the third is, of course, a bad guy for us to hate. You've got to have a villain for the hero to try and outwit or overcome. There has to be a showdown between the hero and the villain at least once during the movie and he needs to be well-matched to the hero.
The battle between good and evil is a theme that has been present since the dawn of time and it is the basis for almost every action movie. The audience likes to get behind the good guy and the easiest way to do that is to introduce a villain for the hero to battle.
